if my opponent is rattlesnake and he has hell in a cell in his ring area, he plays an action, can i play volley this and remove cards in my ringside pile or does hiac/rattlesnakes ability prevent that.

you can not play Volley This for more than 0. it is non-unique, and does not say it is immune to either one. it Requires you to remove cards before reversing the card in question, can't remove, can't reverse.

Absolutely dead-on correct. For an F: 0 action, it's fine, since you have removed 0 cards. Otherwise, no, it can't be used due to the wording of Volley This!
