if i gave eugene like a ic title would his value be higher than his opponents
if eugene uses b2b can he loophole it with his ability(ie manuvers that are unique specific)
help is appreciated

if i gave eugene like a ic title would his value be higher than his opponents My understanding is that once you and your opponent reveal your superstar cards and signatures, Eugene or the King's SSV will be fixed at that number for the rest of the game. Then if you play a title or something else that raises star value you get that + added too. So let's say it's Eugene vs. hHh, no signatures for simplicity. hHh starts with a starvalue of 3, so Eugene's base starvalue for the rest of th game is 2. They play out the pre-match and Eugene has a RAW Heavyweight, but hHh has no belts, so now hHh is a 3 SSV and Eugene is a 4 SSV, so Eugene gets to go first. Don't quite understand your second question. If you're asking if Eugene can still play other people's superstar specifics and B2B, then yes. Otherwise, please clarify.

Actually, for that first part, if Eugene plays the IC belt, he'll be one ahead of his opponent's SSV. Here's straight from the Omni-FAQs:
Eugene -His ability does not apply to the Backlash deck; the Superstar-specific Maneuvers can only be included in Arsenal. -This ability relates to Arsenal Construction; if it is blanked or switched, Eugene can still legally play these cards. If The Peep’s Champ prevents the playing of Superstar-specific cards, Eugene cannot play any Superstar-specific card. -It is possible to raise Eugene’s Superstar Value higher than his opponent, but any changes to the opponent’s Superstar Value will also affect Eugene’s Superstar Value. -In a Eugene vs Eugene or Eugene vs Lawler match, both Superstar Values are considered printed 0. (If a value cannot be determined, it is considered zero instead.) -A card such as The Show Must Go On may allow Eugene to play more than one Unique card in a turn.
As for teh second part, you can do B2B with Eugene and have the other Superstar's Specific Maneuvers and it'd be legal.

Actually, for that first part, if Eugene plays the IC belt, he'll be one ahead of his opponent's SSV. Here's straight from the Omni-FAQs:. Unless he was referencing the Raw IC Title, which is only a +1 Value, then he'd be tied. But yeah, the original IC pumps him up over his opponent by 1.

White Wedding will also help you get around the ability restriction.
So we're clear on the Eugene SV thing: Eugene (4) vs. Rock (5) Rock plays the new World Title ('Chain belt') Rock (5+2=7), Eugene (5-1=4, +2=6) Eugene plays the Undisputed Title Rock (7), Eugene (5-1=4, +2=6, +4=10)
And yes, Superstar Specific maneuvers in Eugene are fine for Back to Basics, they will not cost him the game because they are 'Superstar Specific' (even if they don't have the Eugene logo)

I'm not sure what you mean with the B2B question, but i'll attempt to answer. If your trying to ask if you can still pack superstar specific maneuvers when playing B2B, yes, you can. You would not lose due to the loss effect on B2B either, as they are still superstar specific.
