When exactly does a Count Out take place?
1) It's my turn, I draw my last card. I end my turn and there are no cards left in my arsenal. Am I counted out now?
or
2) It's my turn, there are no cards left in my arsenal so I can't draw anything. Am I counted out now or do I still have the rest of the turn to either win the game or somehow get cards into my ringside pile?

Count outs occur when a player has exactly 0 cards in his Arsenal at the end of any turn. If you draw your last card for your turn, you have until your turn ends to try and either stay in the game or finish the game before your opponent can count you out.
